Resolutions
Yoursolutiontotheproblemsthatthecommitteeconfrontstaketheformofaresolution.Resolutionsrepresentthecommittee’sfinalattempttodrawtogethertheinterestsofmanycompetingnationsintoacomprehensivesolutionthatservestheinterestsofthecollectiveworldcommunity.Fromtheproceduralperspective,theresolutionistheformaldocumentuponwhichthecommitteewilltakeactionviatheamendmentandvotingprocesses.
Aresolutionisacomplexdocumentthatfollowsastrictformat(seesampleresolution)andreflectsthenegotiation,debate,andinnovativeproposalsthatthecommitteehasproduced.Beforearesolutioncanbeformallyintroducedintoacommittee,itmustreceivetheapprovaloftheDirector.TheDirectorwillsignaresolutionifitdemonstratesanadequateunderstandingoftheissue,answersthequestionsposedintheStudyGuide,andhasawidebaseofsupport.Awell-writtenresolutionexhibitsthefollowingqualities:
•Familiaritywiththeproblem:RelevantbackgroundinformationandpreviousUNactionsshouldbereferenced.Inaddition,agoodresolutionshouldkeepinmindtheactualpowerandinfluenceofthecommittee.Anambiguous,unenforceableresolutionisuseless.
•Recognitionoftheissues.Attheveryleast,theresolutionshouldaddresstheideasinthe“QuestionsaResolutionMustAnswer”sectionoftheStudyGuide.
•Concision.Everyclauseandphrasehasapurpose.
•Goodform.Anotherwisesoundresolutionmaysufferfromclumsygrammarorsloppyformat.
Theheadingofaresolutionsshouldincludethecommitteename,thelistofsignatories,andthetopicaddressedbytheresolution.Notethattherearenosponsorsofaresolution.
Thebodyoftheresolutioniswrittenintheformatofalongsentence.
1)Theresolutionbeginswith“TheGeneralAssembly,”forallGAcommittees,andwith“TheEconomicandSocialCouncil,”forallECOSOCcommittees.TheSpecializedAgenciescommitteesusetheirownnamesastheintroductoryline.Therestoftheresolutionconsistsofclauses,withthefirstwordofeachclauseunderlined.
2)Thenextsection,consistingofPreambulatoryClauses,describestheproblembeingaddressed,recallspastactionstaken,explainsthepurposeoftheresolution,andofferssupportfortheoperativeclausesthatfollow.Eachclauseinthepreamblebeginswithanunderlinedparticpleandendswithacomma.AlistofSuggestedPreambulatoryClausescanbefoundinAppendixDofthisguide.
